Officers Gun Down Armed Suspect While K9 Keeps Him Down

This is the shocking moment officers fatally gun down an armed suspect while a K9 keeps him pinned down as he tries to aim at them by biting his arm.

The dramatic bodycam footage was filmed in the city of Fremont in the American state of California on 1st April.

However, the Fremont Police Department (FPD) just released it last week where FPD Chief Kimberly Petersen gave detailed information on the fatal incident.

Suspect Stephen Patrick Mosely, 36, was gunned down and killed by officers from the FPD during an operation lead by a team that was set up to fight a spike in shooting incidents since the start of this year.

Chief Petersen explained Fremont was averaging about 20 shooting incidents every year since 2017 but have seen a sudden surge.

Fremont had already reported 12 shootings “prior to April” leading to the creation of the Gun Violence Reduction Team which tasked with the prevention and investigation of gun incidents.

The team had started searching for Moseley after receiving information he was suspected of being in possession of a firearm and for outstanding warrants.

The police found Moseley was staying at the Hyatt Place Hotel but were unable to locate the exact room he was staying in, so they drew out a plan to arrest him when he walked using undercover officers.

However, Moseley became aware of their presence in the area and began fleeing as soon as he left the door.

The video shows the suspect examining something through the door before walking out and begin fleeing starting a foot chase that was captured by CCTV cameras.

The remaining officers on the scene also run after the suspect as Officer Haugh sends a K9 unit which is seen taking Moseley down in the parking lot.

The video goes on to show several angles of the incident from the bodycams of five different officers when Moseley is seen struggling with the dog which is latched onto his arm.

The suspect appears to hit the dog with a weapon and points it at the officers as someone is heard screaming “Gun!”.
Moseley appears to yell: “Kill me. Kill me mother f*cker” as he continues to struggle with the K9 and point the weapon at officers when he is gunned down as the dog continues to thrash his arm.

According to a statement by the police, Moseley was pronounced dead at the scene after suffering five shots. His cause of death was multiple gunshot wounds.

He was found in possession of a semi-automatic firearm that was fully loaded and had a round in the chamber along with 2.7 ounces of suspected methamphetamine.

The names of the police involved in the shooting were identified as Detective Grant Goepp and Detective Josh Harvy who are six and 11-year FPD veterans, respectively.

Chief Kimberly said Officer Haugh tried to call the K9 off the suspect’s arm but his verbal commands had no effect. Haugh then tried to activate a shock collar around the dog’s neck but an equipment failure is believed to have happened as it had no effect.

The police chief said the collar has been changed and the dog has been sent for retraining to make sure it can be recalled from a distance.

Chief Kimberly said: “However, it is possible, and I believe, that the use of the K9 unit may have saved officer lives on this day.”

She said had Mosely survived, the FPD would have sought charges for assault with a deadly weapon on a peace officer, resisting or delay of an arrest, felon in possession of a firearm and drug possession with intent to sell.

She added he had priors arrests for stolen vehicles, drugs possession and sale, multiple firearm possessions, brandishing of a firearm, home invasion, burglary, fighting with police, fleeing from police both and foot and in-vehicle, assault with a deadly weapon, multiple parole violations and other illegal weapons violations.

It is unclear if the officers involved in the shooting have been suspended while investigations are conducted by the Fremont Police Department Crime Against Persons Unit and the Alameda County District Attorney.
